DECATUR, IL (Chambana Today) — A 45-year-old Decatur man was arrested after investigators said they discovered 336 files depicting child sexual abuse material on his phone.

According to the Decatur Police Department, officers received a tip in October 2024 about child sexual abuse material being shared online. During the investigation, authorities traced the activity to a residence in Decatur.

In December 2025, a Homeland Security Investigations agent and a Decatur police detective received additional information from a law enforcement agency in Australia that helped advance the case.

A sworn statement said an undercover officer in Australia communicated online with Alan Whitcomb. Investigators used IP-tracking software to trace the online activity to Whitcomb’s home.

On Feb. 5, Decatur police executed a search warrant at the residence and seized several electronic devices, including Whitcomb’s phone. According to court documents, investigators later found 336 files depicting child sexual abuse material on the device.

Whitcomb was arrested Feb. 13 on multiple child pornography charges. Court records show he was denied pretrial release. A preliminary hearing was scheduled for March 4.

The investigation involved cooperation between local, federal and international law enforcement agencies.
